How does one go about starting a dog training/boarding/grooming business? What would the first 3 steps be?

I don’t know anything about business plans and how to go about it - we don’t have a lot of “start up” money to hire other people to do stuff for us. I just want to start small and then go from there. The same state that contact those companies that you need ____ after that contact those companies spoke of the services you what your questions regarding insurance.
The same state that already are in this business in this business in your local competition how many customers do they charging for the services you start with 34.
